Summary of the Most Significant Accomplishments of the Islamic Emirate During the Solar Year 1402, (2022 – 2023)

The 9th of Sunbula (August 30, 2021) marks a momentous and pivotal day in Afghanistan’s history. On this day, the Jihad of the people of Afghanistan under the leadership of the Islamic Emirate emerged victorious against the invading and occupying forces, culminating in the withdrawal of the last American soldier from Kabul airspace, thereby concluding America’s twenty-year occupation and that of its allies in Afghanistan.

The occupation of the past two decades has brought about misery, poverty, and destitution to Afghanistan, claiming numerous victims from among its population. Throughout this period, Afghans have persevered in a climate of fear and hopelessness, grappling with myriad challenges in their daily lives until the Islamic Emirate reclaimed governance in the country. On the 9th of Sunbula in the solar year 1400, the occupation by invading forces came to an end, heralding a new ray of hope for Afghans.

With the end of occupation, war and bloodshed concluded in the country, the Islamic Emirate established the foundation of a fully Islamic system in Afghanistan, ensuring peace-a long-lasting aspiration of the people of Afghanistan.

The Islamic Emirate assumed control of the country at a time when Afghanistan faced the looming threat of economic collapse and oppressive constraints from the international community, posing serious challenges to the country’s development and provision of services to its people.

Despite prevailing challenges and limitations in political and economic arenas, the Islamic Emirate has made considerable strides across security, political, economic, cultural, and societal spheres, effectively leveraging available resources to meet the needs and interests of the nation.

More specifically, the implementation of reforms in the civil and military sectors, eradication of corruption, ensuring transparency across all government domains, activation of revenue sources, and transparent revenue collection, preservation of the stability of the Afghan currency against foreign exchange rates, provision of nationwide security, budgetary management, initiation of work on aligning national and regional projects, expansion of trade, economic, and political relations with neighboring and regional countries, and efforts towards a self-sufficient and prosperous Afghanistan, remain as tangible achievements of the Islamic Emirate since its re-establishment.

1) Leadership and Governance

Since its inception, the leadership and governance of the Islamic Emirate have been grounded in a sound policy framework guided by the principles of Islam. Throughout this period, all internal and external affairs of the country have been organized in accordance with this policy. The adoption of this policy, along with the clear articulation of its principles and effective implementation of policies and strategies, has led to achievements and successes in both domestic and foreign policy realms. These accomplishments can be summarized into two main categories: domestic policy and foreign policy.

A) Domestic Policy

Establishing a fully Islamic system, strengthening governance, defending and safeguarding territorial integrity, fostering enduring peace and stability, ensuring social justice, and upholding individual and collective freedoms in accordance with Islamic and Sharia law are central themes in the domestic policy of the Islamic Emirate. The adoption of such policies has led to remarkable achievements, guaranteeing the survival of the Islamic system in the country.

The implementation of Islamic principles, instituting necessary reforms, rooting out all forms of corruption, and forming security and defense forces have further fortified and bolstered the foundations of the Islamic system in Afghanistan.

Since the re-establishment of the Islamic Emirate, the national budget has been arranged solely from domestic revenues, without any foreign support, whereas in the past, 70 to 80 percent of the country’s budget relied on assistance from donor countries and international organizations.

Additionally, the expansion of relations with neighboring, regional, and world countries has been pursued based on national interests and mutual respect. Securing national interests has been a paramount priority for the Islamic Emirate, therefore, the leadership of the Islamic Emirate has provided negative responses to some undesirable demands from countries and international organizations.

Security and Defense Forces of the Islamic Emirate have brought about overall security, stability, and tranquility to the people of Afghanistan. Throughout this period, the territorial integrity of Afghanistan has been safeguarded, disturbances and unrest have been curbed, the incidence of crimes has significantly decreased, and no country or group has been allowed to use the Afghan soil against other nations.

Another priority of the Islamic Emirate has been the establishment of a disciplined Islamic and national army, for which considerable efforts have been made during this period. Under the guidance of the leadership of the Islamic Emirate, a process of clearance within the ranks of the Islamic and national army has commenced, resulting in the identification and expulsion of 35,000 non-professional individuals from its ranks.

Professionalization of the country’s security and defense forces has been a central focus of the Islamic Emirate. Accordingly, numerous programs have been implemented for the training and education of security and defense forces both within the country and abroad.

During the solar year 1402, a total of 161,000 military and non-military positions were created within the structure of the system, with 140,000 individuals recruited that are currently engaged in providing services to the people and the country.

Additionally, 47,000 military personnel completed their training courses and graduated from educational centers, while 1,525 individuals are engaged in undergraduate studies and 190 others are pursuing master’s degrees. Furthermore, 2,140 military personnel have been occupied with participating in educational programs. During the same year, 37 female military personnel completed their education programs, and another 37 military personnel pursuing their higher education abroad.

With the re-establishment of the Islamic Emirate, combating drug trafficking has become a top priority for the government. Consequently, under the special directive of the leadership of the Islamic Emirate to ban drugs in Afghanistan, serious and comprehensive efforts to eradicate poppy cultivation began. Pursuant to this directive, the cultivation, production, trafficking, and use of drugs in the country were unequivocally prohibited.

Furthermore, special attention has been given to the rehabilitation of drug addicts to restore their dignity and social status. In this regard, specialized centers with five thousand beds and one thousand beds were established and equipped in Kabul, which are currently actively engaged in the treatment of addicts.

Moreover, during the solar year 1402, a total of 5,209 operations were launched to discover and seize narcotics, eradicate poppy fields, and apprehend traffickers in the country. As a result, 2,282 tons of drugs were seized, and approximately 12,000 hectares of land were cleared of poppy cultivation. Additionally, 644 drug production and processing facilities were identified and dismantled in the country.
