Implementation of Sharia Law

Implementation of Sharia Law stands as a crucial and foundational priority within the Islamic Emirate. Pursuant to this objective, the Ministry of Vice and Virtue was established as an initial measure within the cabinet of the Islamic Emirate, commencing its operations accordingly. The purview of this ministry is squarely focused on harmonizing with and propagating the mandates and precepts of the revered Islamic faith. In alignment with this objective, functionaries of the Ministry of Vice and Virtue have diligently endeavored to raise public awareness and educate people about Islamic values/principles and Sharia law through a multifaceted approach.

To oversee the application of Sharia law and ensure its adherence across Afghan society as well as within both public and private sectors, the Ministry of Vice and Virtue has maintained continuous vigilance over the execution of religious directives.

In a bid to foster assistance in promoting virtues and curbing vices, collaborative sessions have been convened to strengthen amicable relations among mosque leaders, legal practitioners, and religious scholars at central, provincial, and district levels, yielding favorable outcomes towards societal betterment. Furthermore, proactive measures have been undertaken during this period to thwart Islamic deviations and undesirable cultural practices detrimental to societal cohesion and individual beliefs.

In addition, in order to elevate public awareness of Islamic principles and values, a specific directorate under each government organization has been established aimed at providing government employees with Islamic education and overseeing the execution of the Sharia law.

Furthermore, in order to promote Islamic values and ensure their adherence in daily affairs, awareness raising campaigns have been launched across the country and religious educational programs are consistently broadcasted and disseminated through various public and private media outlets.

Moreover, to further propagate Islamic values and principles, initiatives have been undertaken to establish religious seminaries and educational centers across every province and district, alongside the allocation of 100,000 vacancies for religious educators toward this endeavor.

Aligning administrative laws and regulations with Sharia law, exclusion of non-Islamic subjects from the educational curricula, creation of separate offices for female employees, and closure of women’s hair salons to prevent the promotion of immodesty are also among the significant measures taken by the Islamic Emirate.

Additionally, over the past year, directives, orders, and regulations issued by the leadership of the Islamic Emirate have been harmonized and monitored across governmental institutions nationwide to enforce the promotion of virtuous deeds and prevention of vice, resulting in positive outcomes.

Establishment of a Centralized System

Following the withdrawal of the last American soldier from Afghanistan and the commencement of the Islamic Emirate, all regions of the country have come under the leadership and governance of a unified government, with an Islamic system prevailing nationwide. All administrative units have been integrated into the Islamic Emirate and now are accountable to the central authorities. Power factions have been dismantled, and a unified Islamic system has been established.

During this period, a robust centralized system, essential to the fundamentals of a governing structure, has been established. Currently, with the establishment of a centralized and authoritative hub, all significant national activities are coordinated and planned centrally, with directives provided to provincial authorities for alignment and execution. The creation of such a system reflects leadership with foresight and competent officials deserving of leading the Muslim nation of Afghanistan.

Bringing the Nation and the Islamic Emirate Closer

The Islamic Emirate has undertaken significant initiatives in ensuring nationwide security, eradicating corruption, implementing reforms, and fostering transparency, that have garnered widespread support at the national and international level and contributed in narrowing the gap between the people and the governing body.

Throughout the solar year 1402, Afghans from across the country, in gatherings and assemblies, as well as in direct interactions with officials of the Islamic Emirate, have expressed their support and backing for the governing system in the country, reaffirming their commitment to supporting the Islamic Emirate.

The warm reception of the people for the officials of the Islamic Emirate during provincial visits, as well as the unprecedented invitation extended by the people in gatherings and public forums, underscores the popularity and acceptance of the Islamic Emirate among the Afghan nation. This collective support has been earned through deliberate measures and sincere services provided to the Afghan people during the past three years.

Throughout the solar year 1402, Islamic Emirate officials at various echelons have engaged in consultations with the people on diverse matters and attentively addressed their suggestions and grievances. Notably, the Prime Minister’s Office has hosted individuals and ethnic groups from across the country over the past year, where participants, in an open atmosphere, have shared their viewpoints, recommendations, and concerns with senior officials, seeking the Islamic Emirate’s attention for their resolution. In turn, Islamic Emirate officials, while upholding respect for the people’s opinions, have prioritized delivering services to the people and have taken requisite actions to address their issues.

Adherence to General Amnesty

Before the complete liberation of Afghanistan, the leadership of the Islamic Emirate issued a decree for general amnesty to reassure the people. According to this decree, all civilian and military personnel from the previous administration were granted amnesty, and no individual was subjected to interrogation or prosecution for their past activities.

The announcement of the general amnesty by the leadership of the Islamic Emirate garnered widespread acceptance from the entire Afghan nation and the global community, ensuring the establishment of nationwide peace and fostering a spirit of unity and brotherhood in the country.

Throughout this period, the Mujahedeen of the Islamic Emirate strictly adhered to the terms of the general amnesty and fully complied with its provisions. It is worth noting that certain individuals were dealt with in some cases due to their involvement in rebellion and hostile actions subsequent to the issuance of the general amnesty decree.

As a result of the implementation of the general amnesty decree, all citizens, including civilian and military personnel from the previous administration within Afghanistan, now live securely and with confidence. The enforcement of the general amnesty decree has prevented reprisals and bloodshed within the country, while also deterring people from seeking refuge in neighboring and western countries.

Facilitating the Dignified Return of Afghans

With the re-establishment of the Islamic Emirate, a number of compatriots, particularly former government officials, have departed the country, influenced by false propaganda circulated by certain external entities, thus opting for migration.

In order to facilitate the dignified return of all Afghans who wish to come back to their homeland, the Islamic Emirate of Afghanistan established a commission for engaging with Afghan personalities. Consequently, a significant number of Afghan professionals and former officials have returned to the country, thwarting the agenda of external entities aiming to deplete Afghanistan of its skilled workforce and intellectuals.

The announcement of a general amnesty by the leadership of the Islamic Emirate deterred certain groups of individuals from leaving Afghanistan. Additionally, the leadership of the Islamic Emirate, in a separate directive, instructed provincial governors to address the concerns of those contemplating migration and to create conditions conducive to their dignified and secure livelihood within the country.

Furthermore, governors were also instructed to engage directly with Afghans considering departure, in collaboration with officials and religious scholars, to listen to their grievances and provide comprehensive assistance in finding solutions.

By implementing this directive, the leadership of the Islamic Emirate of Afghanistan allayed the concerns and apprehensions of the country’s citizens, dissuading them from seeking refuge in foreign countries and encouraging their active participation in the development and reconstruction of the country.

Moreover, the Political Commission, under the chairmanship of the Deputy Prime Minister for Political Affairs, has played a significant role in fostering internal harmony and consensus among various ethnic groups in the country through continues dialogue and interactions.
