The political representation of the United Nations in Kabul (UNAMA) has again published its mid-year civilian casualty report.

This report attributes 40% of all civilian casualties to the Mujahideen of Islamic Emirate and basically absolves the Kabul administration and the Americans of all responsibility.

The Islamic Emirate rejects this report. No civilian has deliberately been targeted by the Mujahideen of Islamic Emriate over the past six months nor have any attacks taken place with the possibility of causing civilian harm.

On the contrary, the Kabul administration has carried out indiscriminate mass bombings, artillery attacks and raids on populated areas deliberately targeting civilians, destroying hundreds of homes, bazaars and public infrastructure, and martyring and injuring thousands of civilians including elders, children and women.

It is possible that old unexploded ordinances could have caused a limited number of civilian casualties, however this can never be classified as deliberate action but are accidental and unintentional events.

Other than this, none can prove that the Mujahideen of Islamic Emirate have deliberately targeted civilians, have destroyed any homes or caused some other civilian harm.

Moreover, circulation of fake reports about civilian casualties in some areas based on malign enemy propaganda – for example in Spin Boldak of Kandahar and Malistan of Ghazni – have absolutely no truth to them and are rumors aimed at distorting common perception.

We call on UNAMA to safeguard the issue of civilian casualties from propaganda and to approach it as a genuine humanitarian cause, to not base their reports on enemy intelligence and propaganda material but to exert a slight effort to investigate the cases from up close and make use of impartial sources so that civilian casualties can truly be prevented and the real culprits and criminals not acquitted.
