No-release of Prisoners, the Obstacle to Peace, and Responsibilities

The agreement of the Islamic Emirate with the United States is quite clear that intra-Afghan negotiations should have begun on the 10th of March so that a peaceful and non-military solution of the Afghanistan dispute have been made possible.

The text of the agreement also makes it clear that for confidence building, both sides have to free 6,000 prisoners, thus paving way for negotiation.
The text of the agreement with the United States in this regard is as follows:

“Up to five thousand (5,000) prisoners of the Islamic Emirate of Afghanistan which is not recognized by the United States as a state and is known as the Taliban and up to one thousand (1,000) prisoners of the other side will be released by March 10, 2020, the first day of intra-Afghan negotiations, which corresponds to Rajab 15, 1441 on the Hijri Lunar calendar and Hoot 20, 1398 on the Hijri Solar calendar. The relevant sides have the goal of releasing all the remaining prisoners over the course of the subsequent three months. The United States commits to completing this goal.”

In the above text, the United States repeatedly (strongly) promises that the release of prisoners will be completed by the first day of the initiation of intra-Afghan negotiations.

In view of the above commitments and agreements, the United States has a duty to initiate and complete the process of release of prisoners without delay, interruption, and confusion, so that intra-Afghan dialogue would have started that is the key objective and a major political step for future developments.

The Kabul administration was also responsible for two reasons that it should have not impeded the implementation of the process.

First: the agreement with the United States was shared and accepted with all its details, by the American officials, especially by Dr. Zalmay Khalilzad, with the Kabul administration officials and other political sides.

Second: If the agreement with the United States is implemented properly, there is a commitment to initiate an intra-Afghan dialogue that will undoubtedly require much of the Kabul administration and other political processes.

Now, looking at the current developments, it seems that the Kabul administration is either deprived of experience or is unable to handle administrative and national issues or deliberately creates ambiguity in the process, sometimes it mixes the technical team of identifying inmates with negotiations, sometimes it cannot resolve matter of an hour in a week, sometimes it is gaining political benefit from the humanitarian issue or sometime forgets the promises of releasing prisoners due to Corona disease, Increase in age and decree of  Ashraf Ghani.
When the delegation of the Islamic Emirate was present to confirm and facilitate the release of the detainees in Kabul, they were making excuses, but when the delegation returned, they took steps of releasing some unknown prisoners, which is nothing, but disrupting the process and making great obstacles for real peace.
If such interruptions prevent intra-Afghan negotiations, the pre-conditions are ignored and new terms are imposed, than it means that the continuation of the war and the resolution of issues through it are preferred so The Islamic Emirate, which has fought for nineteen years for the elimination of occupation, internal corruption and the rule of the Islamic system, is forced only to the military struggle and the continuation of jihad.

In the future responsibility of any incident, unexpected change and other problems will be upon those who do not contribute to the implementation of peaceful and political solution and does not prevent  destruction or intentionally interrupt the process.
