As the Commission for Prevention of Civilian Casualties and Complaints is responsible for safeguarding the lives of civilian compatriots therefore it issues the following guidelines to be implemented by all countrymen:
1 – To strictly stay away from the staged election process of the Kabul administration due to military operations by the Mujahideen of Islamic Emirate.
2 – All transport services operating on highways and owners of vehicles from districts to cities are hereby informed to strictly avoid all travel for the upcoming two days (Friday and Saturday) except in case of medical treatment so that no civilians are harmed. Mujahideen are instructed to take special care of civilians carrying patients.
