Statement by Commission for Prisoner Affairs concerning violence against inmates in Bagram

It is with great sadness to have learnt that on Sunday, the Kabul administration appointed guards working in Block 1 of Bagram prison attacked and severely beat inmates – breaking their heads, hands and legs and even sending some into a coma condition.

The problem arose over the Holy Quran when the guards sought to mentally torture prisoners by violating the sanctity of the Holy Quran and other religious texts, forcing them to protest before violently attacking them.

We strongly condemn such barbaric and inhumane actions towards prisoners. Beating and torturing defenseless and tied prisoners is no bravery or gallantry nor is it conforming to any humanitarian principles.

Such actions only encourage more violence in prisons and forcing inmates to riot.

The Commission for Prisoner Affairs of the Islamic Emirate seeks the urgent attention international humanitarian institutions and human right organizations and warns them about the situation getting out of hand.

International Committee of the Red Cross, human right organizations, representatives of the UN and other humanitarian institutions have given us strong commitments regarding improved treatment of prisoners, their medical care, clothing, food and other necessary facilities but it is unfortunate that only limited progress has taken place and they have failed in following through on their commitments. Their lack of attention has also given Kabul administration troops and prison officials an opportunity to commit such brutalities.

We express our deepest concern about the ill-treatment of inmates in all prisons across the country especially the notorious Bagram prison and seek serious attention and necessary steps from all parties.
