Remarks by spokesman of Islamic Emirate concerning civilian casualty report by UNAMA

The UNAMA office in Kabul published its mid-year civilian casualty report in which 43% of all civilian casualties were attributed to the Mujahideen Islamic Emirate and other such allegations.

We strongly reject this report by UNAMA. The report has been written and published based on information provided by Kabul administration security organs and has failed to establish actual cases of civilian casualties.

The Islamic Emirate is using all means available to prevent civilian casualties and has delegated a special commission for this task.

The principle cause of civilian casualties in the country is the indiscriminate airstrikes and artillery shelling of villages, homes and public places – a good example being the recent incident in Sangin district of Helmand province – that are carried out by the forces of the Kabul administration and their foreign backers.

Effective measures to prevent civilian casualties can only be taken once organizations that claim impartiality deal with the issue of civilian casualties on humanitarian basis and not politicize the matter in order to indict a party and assemble material for propaganda purposes.

We understand well that the UNAMA report is compiled in coordination with Kabul administration intelligence organs and command center of foreign forces which naturally produces reports that cater to their liking, resulting in a completely humanitarian issue of civilian casualties being treated in a political and propaganda manner.
