Political Deputy PM Meets Secretary Russian Security Council

As per a statement of the ARG, H.E Mawlawi Abdul Kabir, Deputy Prime Minister for Political Affairs of the Islamic Emirate of Afghanistan, met with Mr.Sergei Shoigu, the Secretary of the Security Council of the Russian Federation, and his delegation.

The meeting was attended by high-ranking Afghan officials, including Acting Minister of Borders Mullah Noorullah Noori, Director of National Intelligence Mullah Abdul Haq Wasiq, Chief of Staff of the Ministry of Defense Qari Fasiuddin Fetrat, and Deputy Ministers from the Ministries of Foreign Affairs and Interior.

The Russian delegation included Deputy Prime Minister Mr. Alexei Overchuk, Deputy Secretary of the Security Council Mr. Alexander Venediktov, Russia’s Special Representative for Afghanistan Mr. Zamir Kabulov, the Russian Ambassador to Kabul, and other officials. Mr.Sergei Shoigu, the Secretary of the Security Council of the Russian Federation, expressed pleasure about his visit to Kabul and highlighted Russia’s desire to expand trade and economic ties with Afghanistan.

He emphasized Russia’s willingness to invest in vital sectors such as railways, transportation, industry, agriculture, energy, and mining. He said that Afghanistan’s political stability and security improvements have been crucial in attracting Russian investment. He stated that the Russian Federation aims for Afghanistan to regain its status as an observer member in the Shanghai Cooperation Organization.

Russian Deputy Prime Minister Mr.Alexei Overchuk highlighted the potential for increased cooperation between Moscow and Kabul, especially in trade. He announced plans to reduce or eliminate customs duties on Afghan exports and proposed signing a transport cooperation agreement, with a joint business forum set to open soon. The Russian Deputy Prime Minister suggested creating a technical working committee to enhance cooperation between the two countries and initiate key infrastructure projects. The Deputy Prime Minister for Political Affairs, Mawlawi Abdul Kabir, welcomed the visiting delegation and stated that their arrival symbolises positive relations between the two countries.

He appreciated Russia’s supportive stance and its endorsement of Afghanistan’s position in international forums and stated that Afghanistan is eager to deepen its cooperation and engagement with Russia across various sectors. The Deputy Prime Minister for Political Affairs emphasized that Afghanistan’s stability is tied to regional security and prosperity. He emphasized that the Islamic Emirate does not allow Afghan territory to be used against any country and that the Islamic Emirate aims for active cooperation with neighboring countries in regional forums.

H.E Mawlawi Abdul Kabir stated that with the victory of the Islamic Emirate, Afghanistan has achieved nationwide security, ISIS has been defeated, and problems such as tyranny, land grabbing, crime, and drug trafficking have been eliminated. He emphasized that the Islamic Emirate seeks regional stability through cooperation, not conflict, and stresses resolving issues through dialogue rather than confrontation.

The Deputy Prime Minister also expressed the Emirate’s commitment to enhancing economic cooperation, advancing regional projects, and welcoming Russian investment in Afghanistan.
