During a seminar held in Kabul with governors of all provinces, His Highness Amir-ul-Momineen, may (May Allah protact him), addressed several important points.

Here are the key highlights from his speech:

 

1. Addressing the governors, His Highness expressed his happiness that they prioritize religion over worldly matters. He emphasized the importance of restoring people’s faith, beliefs, and thoughts as the highest priority and promoting faith and prayer among the people.

 

2. Obedience was highlighted as a divine obligation and a crucial pillar of Islam. His Highness stressed on obedience and governors should avoid accusations of disobedience.

 

3. Unity and harmony can be achieved by focusing on individual duties and refraining from interference in the work of others. Each person should fulfill their responsibilities without imposing additional tasks on others.

 

4. The role of the Caliphate/Emirate is to unite people and protect them from differences. Unity generates strength, enabling collective and individual worship of Allah. Corruption is prevented through strength.

 

5. His Highness advised the governors to facilitate and support their subordinates, promoting cooperation and mutual assistance. Younger individuals should obey their leaders, and officials should respect the expertise of scholars and Mujahideen.

 

6. The governors were reminded of their responsibility for both the religious and worldly affairs of the people. The implementation of Sharia and Islamic principles should take precedence over personal interests. Discrimination based on language, ethnicity, or kinship should be avoided.

 

7. It was emphasized to appoint individuals based on their competence and benefit to the system, rather than favoritism or personal relationships. Gathering people together based on the spirit of Sharia and focusing on serving the people were emphasized.

 

8. His Highness highlighted the importance of Treasury (Bait-ul-Mal), which represents the rights of widows, orphans, the disabled, and the poor. He warned against oppression and injustice, emphasizing the lessons to be learned from previous governments.

 

9. Governors were urged to safeguard from usurpation and prevent others from encroaching. Cooperation with the usurpation commission was encouraged to prevent usurpation without interfering in their affairs.

 

10. Arrange seminars for your superiors and ensure their understanding, avoiding delays in work to prevent grievances. Educate your officials about the law, ensure their knowledge of legal matters, and proper understanding of decrees.
