Islamic Emirate of Afghanistan, Department for the Affairs of Needy, Orphans and Disabled

بسم الله الرحمن الرحيم

(يَسْأَلُونَكَ مَاذَا يُنْفِقُونَ قُلْ مَا أَنْفَقْتُمْ مِنْ خَيْرٍ فَلِلْوَالِدَيْنِ وَالْأَقْرَبِينَ وَالْيَتَامَىوَالْمَسَاكِينِ وَابْنِ السَّبِيلِ وَمَا تَفْعَلُوا مِنْ خَيْرٍ فَإِنَّ اللَّهَ بِهِ عَلِيمٌ (البقره: ۲۱۵

 

They ask you, [O Muhammad], what they should spend. Say, “Whatever you spend of good is [to be] for parents and relatives and orphans and the needy and the traveler. And whatever you do of good – indeed, Allah is Knowing of it.” (Al-Baqarah: 215)

 

مَنْ عَالَ ثَلَاثَةً مِنْ الْأَيْتَامِ، كَانَ كَمَنْ قَامَ لَيْلَهُ وَصَامَ نَهَارَهُ، وَغَدَا وَرَاحَ شَاهِرًاسَيْفَهُ فِي سَبِيلِ اللَّهِ، وَكُنْتُ أَنَا وَهُوَ فِي الْجَنَّةِ أَخَوَيْنِ، كَهَاتَيْنِ أُخْتَانِ،وَأَلْصَقَ إِصْبَعَيْهِ السَّبَّابَةَ وَالْوُسْطَى (سنن ابن ماجة).

And the Prophet (PBUH) said:

Whoever takes care of three orphans (becomes their guide and provides them with necessities) then he becomes like the person who spends his nights in worship and days in fasting. And spends his days and nights in the path of Allah with his sword unsheathed (always prepared for an enemy).

I and he will be brothers in Jannah (Paradise) like this, he then pressed in index and middle finger together (Sunnan ibn Majah).

 

Due to the fact that the Afghan nation is under an illegal and relentless occupation and the brave yet aggrieved people of Afghanistan are waging the sacred obligation of Jihad, it is therefore the duty of the entire Muslim Ummah (nation) to help the victims, the families of the martyrs and the disabled of war.

Allah Almighty has praised the blessed Prophet (PBUH) and the Muslims in the holy Quran by describing them as harsh towards the non-believers yet merciful amongst themselves (Al-Fath: 29). In another place, He the Almighty has stated that the Muslims advise each other to have patience and to be merciful to each other (Al-Balad: 17).

The Prophet (peace be upon him) has stated that the Muslim Ummah is like one body; if one part of it hurts, the rest of the body also feels pains (Bukhari).

He (peace be upon him) has also stated that loss and destruction is for the one in whom Allah has not put mercy for humanity.

The Islamic Emirate of Afghanistan calls on all humanitarian organizations, the wealthy and sympathizing Muslims to help their needy brothers, widows and orphans by assisting them with every means they can.

So that the orphans do not feel inferior to other kids or Allah forbid, this integral part of the Muslim society does not adopt the form of a dormant organ for which we shall be held accountable on the Day of Judgment.

By helping the disabled and victimized class we will on the one hand, fulfill our social obligation towards our needy Muslim sisters and children and on the other hand, it will be a cause for immense reward in the hereafter as well as blessings and progress in our wealth and children.

The Islamic Emirate of Afghanistan has set up the Department for the Affairs of Needy, Orphans and Disabled for this exact purpose of supporting and assisting the widows, orphans and the disabled. This department tries its best to help the needy families of our nation by providing them with food rations as well as monetary assistance.

At this moment the above mentioned department has a record of thousands of families who are affected by the war by either having orphans or by being disabled. The vast majority of these families are in critical need of financial assistance to the point that some have to beg on the streets for a living and lack an adult member of the family who can provide them financial assistance and undertake social responsibility.
