Summary of the Most Significant Accomplishments of the Islamic Emirate

The Endeavor Towards the Revival of Stalled Projects
Over the past years, a multitude of developmental projects have been initiated with financial backing from various countries and funding entities. The Islamic Emirate has formally solicited the sustained collaboration of donor nations to ensure the completion and fruition of these projects. In this vein, one could cite the dispatch of correspondences to the Embassy of the Republic of India in Kabul, underscoring India’s financial contributions towards partially concluded developmental endeavors bearing substantial economic and societal ramifications, such as the Shah Toot Dam, and the commencement of work on said dam in Kabul, which was contracted with an Indian company. Similarly, another measure taken in this regard encompasses the appeal to the Embassy of the People’s Republic of China for the reinstatement of the 20-megawatt solar power project in Bamyan province.
As a result of these efforts, preliminary work has been undertaken for the oil extraction project in the Amu Darya Basin, with plans for practical implementation in the near future. Practical steps have been taken towards the housing project in the Darul Aman area of Kabul city, undertaken by the People’s Republic of China, with preliminary activities reinitiated in the presence of a technical delegation of the country. Additionally, in negotiations with China, the practical commencement of the extraction project for the Ainak Copper Mine, as agreed upon by China and Afghanistan, has also been established.
Strengthening Trade and Transit Relations
The Ministry of Foreign Affairs of the Islamic Emirate has also made significant efforts towards facilitating and strengthening trade and transit relations. Sending transit agreements of Afghan and Iranian transportation companies to the Iranian Embassy in Kabul, standardizing the country’s manufactured products and exporting them under the name of Afghanistan, and efforts to eliminate double taxation in Afghanistan’s commercial goods with various countries are among the achievements in the facilitation and enhancement of trade and transit relations of Afghanistan with other nations.
Reform and Transparency
Ensuring transparency and enacting reforms stand as paramount objectives for the Islamic Emirate of Afghanistan. Aligning with reform agendas has yielded the eradication of administrative corruption, bolstered national revenues, expedited service provision, and heightened citizen satisfaction. Over the past year, concerted efforts have been made to combat state-owned land grabbing, alongside preventative measures against illicit mineral extraction and the smuggling of Afghanistan’s public assets abroad.
Combatting State-owned Land Grabbing
In the past 20-year of occupation in Afghanistan, state-owned land and public assets have been seized and vandalized by powerful individuals and groups. The Islamic Emirate is firmly committed to combating state-owned land grabbing and reclaiming unlawfully seized land. Over the past two years, the Islamic Emirate has made significant strides in preventing the usurpation of state-owned land and reclaiming unlawfully seized properties. As a result, state-owned land across the country have been stabilized and identified, wresting them back from the usurpers.
In line with this, the Commission for Restitution of State-owned Land was established under Decree No. (3) dated October 3, 2022, by the leadership of the Islamic Emirate of Afghanistan, commencing its activities nationwide. The activities of this commission have yielded the following achievements:
• Survey of around 8 million jeribs of land in the capital and provinces.
• Identification of 7.5 million jeribs of state-owned land nationwide.
• Restitution of approximately 800,000 jeribs of state grabbed land.
• Referral of the matter of 6,000 jeribs of land to the court for obtaining consent from the disputing parties regarding of its ownership.
Furthermore, significant accomplishments of this commission include the resumption of the Kabul New City project, the Aino Mina Township in Kandahar, and the retrieval of usurped land in the Nangarhar Canal.
Moreover, cross-border issues in 14 provinces of the country have been resolved through coordination with neighboring countries, resulting in the establishment of 200 technical points to prevent border disputes. Additionally, achievements encompass the demarcation of boundaries for newly established districts, and the registration and mapping of 27 new districts and 65 new villages nationwide. Furthermore, 50,000 jeribs of land have been cleared to align with public utility projects, and the land acquisition law has been finalized. Additionally, the acquisition and clearance of the second phase of the Kajaki Dam power project in Helmand province have been accomplished.
Moreover, the issuance procedure for land deeds has been finalized in collaboration with the Supreme Court, and electronic land deeds have been introduced and commenced in Kabul, Balkh, and Herat provinces.
Furthermore, the finalization of a new law to regulate land affairs in accordance with Islamic principles and the national interests of the country, along with the establishment of procedures to safeguard documents in the archives of the Ministry of Agriculture, represents another fundamental reform in this domain.
