Dispute Resolution and Provision of Services in Remote Areas
With the re-establishment of the Islamic Emirate, an end has been brought to longstanding disputes and conflicts in local communities that have plagued the people for years. Local disputes have significantly decreased, and coordination and cohesion among various ethnic groups in the country have unprecedentedly increased. The Ministry of Borders and Tribal Affairs of Afghanistan has prioritized solving ethnic problems and disputes, some of which are outlined below:
A. Convening Assemblies
In pursuit of enhanced coordination between the government and its citizens, over the preceding year, 34 assemblies, designated as “Unity and Coordination among Ethnic Groups,” have convened across 34 provinces, garnering participation from myriad tribal dignitaries, scholars, and venerable figures. These assemblies underscored themes of unity, consensus, and safeguarding national borders.
The inaugural assembly, convened in Pamir, a remote enclave within the nation, engendered augmented collaborative spirit and coherence among ethnic factions. It culminated in the endorsement of infrastructural endeavors encompassing educational institutions, religious edifices, medical facilities, transportation arteries, communication infrastructure, and the provision of identity documentation to denizens of the Pamir region.
In addition, 18 types of winter food items and essential goods worth 45 million Afghanis were distributed to the residents of the area. It is worth mentioning that Pamir was one of the neglected and deprived areas of the country where no government official had previously traveled, and they were unaware of the conditions of the people in this area. With the Islamic Emirate’s governance, addressing the issues of Pamiri residents became a priority for the authorities, and significant services have been provided to them.
B. Arbitration of Inter-Ethnic Disputes
With the re-establishment of the Islamic Emirate, emphasis has been placed on better and increased unity, agreement, and coordination among ethnic groups in Afghanistan, and government officials, with the cooperation of scholars, tribal leaders, and elders of the country, have made efforts to resolve disputes and conflicts among ethnic groups.
During the past year, noteworthy successes in this realm include the resolution of protracted disputes spanning 23 years in Nijrab district of Kapisa province, 30 years in Aqcha district of Jawzjan province, 37 years among Shinwari tribes in Nangarhar province, and 91 years in Nuristan province. These achievements stand as tangible and conspicuous milestones in the domain of inter-ethnic reconciliation.
C. Provision of Services to Nomads
The Islamic Emirate has accorded paramount significance to ameliorating the predicaments of nomadic communities, earnestly striving to expeditiously address their exigencies. This endeavor has precipitated an amelioration in the quality of life for nomads, fostering a sense of well-being among their ranks. Over the preceding year, the following initiatives have been undertaken for the benefit of nomadic populations:
1. Establishment of 11 clinics catering to nomads across 6 provinces, alongside activation of 46 mobile clinics across 17 provinces.
2. Dispatch of 56 medicinal packages valued at 1.5 million Afghanis to all health clinics serving nomadic communities in Balkh province.
3. Establishment of animal health-care clinics in Kabul, Nangarhar, Parwan, Logar, Balkh, Baghlan, and Laghman provinces.
4. Approval for the construction of two health centers dedicated to servicing nomads in the eastern zone, with practical implementation already underway.
5. Dissemination of thousands of deworming vaccines to nomadic livestock across 8 provinces, alongside distribution of food aid to one thousand nomadic families.
6. Conduct of workshops on livestock management for nomads across Nangarhar, Laghman, Kapisa, Badghis, Khost, Paktia, Ghazni, and Parwan provinces.
7. Endeavors aimed at enhancing and marketing the handicrafts of nomadic communities.
8. Registration of nomadic corrals within the comprehensive database of the Nomadic Cohesion Office, spanning eight provinces.
9. Coordination for the issuance of electronic identification cards to nomads has been facilitated in collaboration with pertinent authorities at both central and provincial echelons.
