Summary of the Most Significant Accomplishments of the Islamic Emirate (2022 – 2023)

Administration of Prisoner Affairs
It is essential to acknowledge the inherent rights of prisoners, ensuring their unimpeded access to these entitlements alongside the provision of necessary amenities. With the re-establishment of the Islamic Emirate, a committed focus has been directed towards this imperative, resulting in a range of initiatives outlined as follows:
A: Facilitating Educational and Training Programs for Detainees
In the pursuit of imparting knowledge and moral rectitude to detainees, the Islamic Emirate has implemented specialized curricula within prisons nationwide. These educational endeavors are overseen and administered by religious scholars, fostering the intellectual and spiritual development of detainees. Furthermore, to facilitate their seamless reintegration into society as law-abiding citizens, comprehensive educational modules spanning Quran Interpretation, prophetic traditions, jurisprudence, theological tenets, ethical precepts, and Islamic history are rigorously conducted across the 34 provinces.
B: Vocational Training Initiatives for Detainees
To equip detainees with the necessary skills for productive societal reintegration, vocational training opportunities encompassing tailoring, embroidery, cobbling, electronic assembly, locksmithing, carpentry, mobile device repair, metallurgy, and various other industrial disciplines have been systematically instituted.
C: Enhancement of Nutritional Provisions for Detainees
Through sustained facilitation and legal support mechanisms, palpable strides have been made towards augmenting the quality and quantity of dietary provisions afforded to detainees, yielding discernible improvements in their well-being.
D: Provision of Medical Services to Detainees
With the re-establishment of the Islamic Emirate, the operationalization of hospital, boasting 51 beds and situated in downtown Kabul following reconstruction efforts, stands as a testament to the earnest commitment towards furnishing detainees with standardized healthcare services. Moreover, medical facilities in central and provincial prisons persistently cater to the healthcare needs of detainees.
E: Dispensation of Pardons and Seasonal Sentencing Reductions for Detainees
A concerted endeavor is underway to alleviate the custodial sentences of detainees on auspicious occasions nationwide, effectuating their release through executive clemency directives. Notably, over the preceding year, in accordance with directives issued by the leadership of the Islamic Emirate of Afghanistan to commemorate Eid al-Fitr and Eid al-Adha, 3,881 detainees were granted liberty, concurrently culminating in the reduction of incarceration terms for 981 individuals.
F: Mitigation of Former Mujahideen Detainees’ Predicaments in the Preceding Administration
By establishing the Directorate of Mujahideen Prisoners’ Affairs, timely attention has been given to the problems of mujahideen who were imprisoned during the 20 years of struggle against the occupiers, and their needs have been met. During the past year, this directorate has provided necessary consultations to address the majority of their problems.
In summation, relentless endeavors have ensured the provision of requisite amenities encompassing educational, healthcare, vocational training, and rights advocacy facets for detainees.
Provision of Hajj services
To efficaciously administer and manage the Hajj process, the Committee for the Coordination of Hajj Affairs has been convened, undertaking requisite measures across multifarious domains.
Measures including the return of surplus money from the solar year 1401 expenditures, dispatching a delegation to Saudi Arabia evaluate last year’s Hajj and take necessary measures for the next year, rationalizing Hajj quotas, executing protocols entailing various facets, allocation of 30,000 Hajj quotas for fiscal year 1402 commensurate with registered applicant figures, and engendering bilateral agreements with Saudi Arabia to optimize services for pilgrims, encompassing accommodation, sustenance, and transportation, constitute seminal initiatives in this purview.
In the interest of streamlining services for prospective pilgrims, the groundwork for distributing electronic passports and providing cooked food for pilgrims in Medina has been provided for the first time.
Furthermore, requisite facilitation has been extended throughout the procedural requisites for Hajj travel documentation for resident immigrants from Iran and Pakistan, encompassing passports, electronic permits, and ancillary Hajj-related formalities.
Moreover, in the past year, the legalization of activities undertaken by 200 private pilgrimage agencies specializing in Umrah and Ziyarat has been effectuated, mandating enhanced service provisions for pilgrims.
