Summary of the Most Significant Accomplishments of the Islamic Emirate

In the second year of governance under the Islamic Emirate, there has been a notable improvement in the provision of social services compared to the past. All sectors have been managed efficiently, leading to increased access of the people to social, healthcare, educational, and other services.

Addressing the Needs of the Families of Martyrs, Disabled and the Impoverished

Afghanistan, due to continuous occupation and the impact of war, has millions of orphans, widows, disabled persons, and families without breadwinners facing severe economic and social challenges. The Islamic Emirate has shown increased attention in providing supervision, care, and support to this vulnerable segment of society, as evidenced by the economic, social, and employment services extended to widows, orphans, and persons with disabilities in the past year.

A: Assistance to families of martyrs, orphans, and disabled individuals

After completing the registration process for widows, orphans, and disabled individuals, including families of Mujahedeen of the Islamic Emirate as well as members of the previous administration’s armed forces and non-combatant families, the Islamic Emirate initiated a monthly cash assistance program. Over the past year, more than 13.5 billion Afghanis have been distributed through the banking system to orphans, widows, and disabled individuals, marking a significant and commendable effort in addressing the needs of these vulnerable groups.

Furthermore, the Islamic Emirate has signed over 100 agreements worth 1.4 billion Afghanis with national and international institutions to solicit aid for widows, disabled individuals, technical and vocational education, childcare, support for state orphanages, the reintegration of wayward children with their families, and the establishment of small businesses for destitute families.

During the past year, various forms of assistance have been distributed to 150,000 destitute individuals across all provinces, including 350 million Afghanis in cash aid for 60,000 orphans, widows, and disabled persons, as well as 1,100 wheelchairs for disabled individuals and food items for 21,000 disabled, widowed, and orphaned individuals. Moreover, job opportunities have been created to empower these individuals and promote household economic growth.

B: Provision of Vocational Education to Orphaned Children

The Ministry of Labor and Social Affairs has supported orphaned and parentless children by providing contemporary and vocational training opportunities. In the past year, approximately 9,000 orphans have received necessary services through government and private orphanages in both central and provincial levels. Additionally, over 43,000 children across the country have undergone technical and vocational education.

Reintegration of wayward children and reunification with their families has been another protective measure undertaken by the Islamic Emirate. Over the past year, 2,860 orphaned and parentless children have been reunited with their families nationwide, and 21,762 at-risk children in urban centers and provinces have also been addressed.

Moreover, to support children and create better conditions for them, two support centers have been established in Badakhshan and Faryab provinces, along with a separate support center for disabled girls.

C: Inclusion of Disabled Individuals and Heirs of Martyrs in Pilgrimage

The Ministry of Martyrs and Disabled, while addressing the needs of martyrs’ families and disabled individuals nationwide, has also facilitated the performance of obligatory pilgrimage for them. In the past year, approximately one thousand disabled individuals and heirs of martyrs have been recommended to the Ministry of Hajj and Religious Affairs.

D: Empowerment of Disabled Individuals

In its ongoing efforts to provide services to disabled individuals, the Islamic Emirate has delivered significant services in physiotherapy, orthopedics, prosthetic construction and repair, and their treatment to approximately 3,700 disabled persons over the past year. Furthermore, in order to create job opportunities and foster economic growth, hundreds of disabled individuals have been recommended for employment in government entities.
