1- Honorable Sheikh-ul-Hadeeth Mawlawi Abdul Hakim Haqqani:
Honorable Sheikh Mawlawi Abdul Hakim, son of late Mawlawi Khudaidad, was born in Band-e-Taimur region of Maiwand district, Kandahar Province, in the year 1336 (Hijri Solar).
At the beginning of Islamic Movement of Taliban, he was close associate of the late leader of the faithful, Mullah Muhammad Umar Mujahid, and played a key role in founding the movement.
During the rule of the Islamic Emirate, in addition to teaching at the Jihadi Madrasah in Kandahar province, he also served in the Appellate Court and at the Central Dar-ul-Ifta.
Following the American invasion of the country, under the guidance of the late Leader of the Faithful Mullah Muhammad Umar Mujahid, he played an important role in setting up and structuring the current court system. When the current Leader of the Faithful Sheikh Hibatullah Akhundzada served as the Chief Justice, Sheikh Mawlawi Abdul Hakim was in charge of the Appellate Department. After the appointment of Sheikh Hibatullah Akhundzada as the Leader, Sheikh Mawlawi Abdul Hakim was nominated as the Chief Justice.
He is currently a serving member of the Leadership Council of the Islamic Emirate of Afghanistan and the Chairman of the Negotiating Team.
2- Respected Sher Muhammad Abbas Stanikzai:
Respected Sher Muhammad Abbas Stanikzai, son of late Haji Padshah Khan, was born in 1338 (Solar) in Abbas village of Baraki Barak district, Logar province. He completed his primary education at his village mosque and at the Umra Khan School in Kabul and graduated from the Kabul Military Academy. He was sent to India by Sardar Muhammad Daud Khan along with other Afghan students for higher military education and after graduating in 1360 (Solar), he returned to the ranks of Jihad against the Soviet occupation.
He has served as a military instructor in the Jamiat-e-Islami and Ittehad-e-Islami parties. In 1364 (Solar) he was the military commander of the southwestern region of Ittehad-e-Islami party. He actively participated in operations in Qalat, Kandahar Airport, Lashkar Gah and other major operations, and since then made acquaintance with Mullah Burjan, Mullah Mashar, Mullah Muhammad Rabbani and other former Taliban leaders. In 1369 (Solar) Harakat-e-Inqelab-e-Islami appointed him as the General Military Officer and remained in this position until the fall of Najib’s regime.
He withdrew to his home during factional fighting, and later joined the Taliban movement when it arose. During the reign of Taliban government, he first served as Deputy of Foreign Affairs in Kandahar, then as Deputy Foreign Minister in Kabul and then as Deputy Minister of Public Health.
After the US invasion of the country, he once again launched his military and political campaign, first serving as a member of the Political Commission, then as its Deputy, and from August 2015 to January 2019, as the Head of the Political Office.
Respected Stanekzai led the negotiating team with the Americans and is currently a member of the Leadership Council, Deputy of the Political Office and Deputy of the Negotiating Team.
3- Respected Mullah Muhammad Fazil Mazloom:
Respected Mullah Muhammad Fazil was born in 1345 (Solar) in Charchino district of Uruzgan province. He received his primary and religious education from famous scholars of the time in various madrasas (religious seminaries) and mosques in the country.
Mullah Fazil Akhund memorized the Holy Quran at Guantanamo Bay prison.
During the Taliban government, he was the Deputy and Chief of Staff of the Ministry of National Defense. In the early days of the American invasion of Afghanistan, Mullah Muhammad Fazil was detained in northern Afghanistan and handed over to the Americans. He was transferred to Guantanamo Bay, Cuba, on 11/1/2002, where he was held for about thirteen years. He was finally transferred to Qatar on June 1, 2014, along with four other Taliban leaders in exchange for an American prisoner (Bowe Bergdahl).
Mullah Muhammad Fazil Akhund was appointed as a member of the Political Office and Negotiating Team with the Americans in the year 2018 and subsequently assigned as deputy head of the Negotiating Team. He is currently serving as a member of the Leadership Council, and a member of the Political Office and Negotiation Team.
4- Respected Mawlawi Abdul Salam Hanafi:
Mawlawi Abdul Salam Hanafi, son of Ali Mardan, was born in the year 1348 (Solar) in the village of Gardan village of Darzab district, which was formerly part of Faryab province and now belongs to Jawzjan province.
When the jihad started, he continued his religious education in his village and after that he studied Arabic grammar and elementary jurisprudence books and also books on various arts such as logic, wisdom, jurisprudence, recitation and tajweed from famous religious scholars in different districts of Sar-e-Pul and Faryab provinces.
To complete his education, he migrated to Pakistan where he studied major logic, mathematics, principles of jurisprudence, literature, beliefs and translation of the Holy Quran at Martung, Dagi and Peshawar. He then went to Darul Uloom Karachi, a famous religious school in Karachi, where he completed his Loya Dawra (M.A Islamic Studies/Arabic). Then in Bahawalpur, he revisited the books of Usul Iftaa, Ahadith, Tafsir and Fiqh. He then studied fatwa drafting and inheritance issues at Rahim Yar Khan Jamia Tafsiriya. In addition to his religious studies, he has taken various courses in language, office programs, computer hardware and accounting during his vacations.
After graduation, Mr. Hanafi taught various arts, Islamic sciences, Tirmidhi Sharif (book of Hadith) and heritage studies.
For three years, he taught Islamic Culture at Kabul University’s Faculty of Law and Political Science. He has also studied diplomacy and negotiation in various countries.
In addition to his native Uzbeki language, Mr. Hanafi is fluent in Pashto, Persian, English, Arabic, Urdu, Kyrgyzi, Turkmeni and Turkish.
When the Taliban Islamic Movement began in Kandahar, Mr. Hanafi was a teacher at the time and joined the Taliban Islamic Movement along with his students and other scholars in Faryab province.
During the rule of the Islamic Emirate, he first served as the Director of Education in Farah Province and then for one year, as the Acting Minister of Education in Kabul and then as an assistant professor in the same Ministry.
Respected Mr. Hanafi was appointed by the Islamic Emirate as the governor and head of Jawzjan province after the American invasion in the year 2000. Shortly afterwards, he was appointed a member of the Political Commission and a member of the Leadership Council by the late Leader of the Faithful, Mullah Muhammad Umar Mujahid. Respected Hanafi is currently the Deputy of the Political Office and a member of the Negotiating Team.
5-Respected Mullah Abdul Manan Umari:
Mullah Abdul Manan Umari is a resident of Maiwand district of Kandahar province. He is the brother of the late Leader of the Faithful Mullah Muhammad Umar Mujahid. He has received religious education from various reputed scholars in Afghanistan from an early age. In addition to his various services, he chaired the Commission for Preaching, Guidance, and Recruitment of the Islamic Emirate of Afghanistan as well as the Commission for Prevention of Civilian Casualties and Lodging Complaints. He is currently a member of the Leadership Council and the Negotiating Team.
6- Respected Alhaj Mawlawi Abdul Kabir:
Mawlawi Abdul Kabir, son of Muhammad Jan, was born in the year 1972 in Tangi Zadran village of Qarya Tangi Tabaqan region, Nahrin district, Baghlan province.
He is a graduate of Islamic studies and a prominent tribal figure.
During the rule of the Islamic Emirate, he served as the Governor of Logar, the Governor of Nangarhar, Director General of Eastern Zone and Assistant Economic Manager of the Ministerial Office.
He is among one of the influential leaders of the Islamic Emirate who also served as the Chief of Political Commission for two years in the year 2005.
Respected Mawlawi Abdul Kabir is currently a member of the Leadership Council of the Islamic Emirate, head of Preaching, Guidance and Recruitment COmmission and member of the Negotiation Team.
7- Respected Mawlawi Amir Khan Muttaqi:
Mawlawi Amir Khan Muttaqi is the son of late Haji Nadir Khan and was born in the year 1349 (Hijri Solar) in Zarghoon village of Nad Ali district, Helmand province. He completed his primary education in the mosque of his village and in the local primary school. The communist coup and subsequent Soviet invasion forced many of our countrymen to emigrate. He migrated with his family from Helmand to neighboring Pakistan at the age of seven when he was in the third grade of school.
He continued his religious studies during the his time as a refugee and began serving in Jihadi ranks as a young man. Mawlawi Amir Khan Muttaqi completed his religious studies and attained his degree after the end of Islamic Emirate’s rule over Kabul.
When the Taliban’s Islamic Movement against corruption and anarchy began in the year 1373, he joined this movement and started jihadi service within the framework of the movement.
Shortly after the capture of Kandahar city, Mawlawi Amir Khan Muttaqi was appointed as the head of Kandahar Voice of Shariah radio and a member of the High Council of the Islamic Movement of the Taliban. Respected Mr. Muttaqi was appointed as the Director of Information and Cultural Affairs in Kandahar and continued serve in this role until the conquest of the capital, Kabul.
When the capital Kabul was liberated in the year 1379 (Hijri Solar), respected Mr. Muttaqi was appointed as the Acting Minister of Information and Culture in the same month. He served for several years as Minister of Information and Culture, as well as Spokesman for the Islamic Emirate and announcing the Islamic Emirate’s position to the media.
Mawlawi Amir Khan Muttaqi was later appointed as the Director General in the month of Aqrab (Solar), and shortly afterwards as the Minister of Education in the month of Hut 1378, serving in the same post until the American invasion.
Mawlawi Amir Khan Muttaqi also led a delegation appointed by the late Leader of Faithful Mullah Muhammad Umar Mujahid to negotiate with the opposition. Under his leadership, the delegation held talks with the opposition in the capital of Uzbekistan, Tashkent, in the 6 + 2 format, and then in the Turkmenistan capital, Ashgabat, and then in negotiations mediated by the Islamic Conference in Jeddah, Saudi Arabia.
Mawlawi Amir Khan Muttaqi was the head of the Cultural Commission of the Islamic Emirate for many years during jihad against the American invasion. With his innovative activities, he established a well organized jihadi broadcast network against the broad enemy propaganda onslaught. With the help of an active cultural and media team, he played a founding role in enlightening minds about jihad and thwarting the enemy propaganda and aggression.
Mawlawi Amir Khan Muttaqi is a member of the Leadership Council of the Islamic Emirate, was appointed as the Head of the Leadership Office of the Islamic Emirate on 25/09/1439 and has been serving in this role for two years. He was also appointed a member of the Negotiating Team with the Americans on 12/o2/2019 and as a member of the delegation appointed by the Islamic Emirate for intra-Afghan talks.
8- Respected Mullah Noorullah Noori:
Mullah Noorullah Noori, son of Mawlawi Ghulam Umaruddin, was born in the year 1350 in the village of Cheshma Bahram Khel in Shajoy district of Zabul province. He completed his primary and higher education in various madrasas and mosques of the country.
Respected Noori memorized twenty chapters of the Holy Quran at Guantanamo and is fluent in Persian and Arabic in addition to his mother tongue.
At an early age, he took part in the jihad against the former Soviet Union and began his political career within the framework of Harakat-e-Inqelab-e-Islami party.
One year after the Soviet invasion of Afghanistan, respected Noori joined the Taliban in his local madrasa and together, they formed the Coalition of Taliban Organization to establish order and prevent vice in their area, with respected Noori serving as a deputy.
This Taliban Coalition lasted for five years during which period it carried out some important activities.
When the Taliban movement started in Kandahar by the late Mullah Muhammad Umar Mujahid (may Allah have mercy on him) and Boldak was conquered, respected Noori went to Kandahar with a delegation representing the Taliban of his province and joined the late leader of the faithful. He was immediately recruited for work by the late Leader of the Faithful and joined the military along with his Taliban.
Prior to the conquest of Kabul, respected Noori served as Deputy Police Chief in Khost province and as Governor of Maidan Wardak province.
After the conquest of Kabul, he served as the governor of Laghman province for two years, then as the governor of Baghlan province for one year and in the later years of the Islamic Emirate’s government, as the governor of Balkh province and Director General of Northern Zone.
Respected Noori was captured in the north during the US-led invasion of Afghanistan and held at Guantanamo Bay for 13 years and several months. He was finally moved to Qatar along with four other comrades on June 2014 as a result of a prisoner exchange between the Taliban and the Americans.
He was appointed a member of the Political Office of the Islamic Emirate in 2018, a member of the Negotiating Team with the Americans on February 2019, and is currently a member of the Leadership Council, a member of the Political Office and a member of the Negotiating Team.
9- Respected Qari Din Muhammad Hanif:
Qari Din Mohammad Hanif, the son of the late Qari Muhammad Nazir, was born in 1342 (Solar) in the village of Spin Arzanchi, in the lower Yaftal district of Badakhshan province. At the age of 15, he completed the memorization of the Holy Quran. Then he started elementary school with his esteemed father and was still studying when the infamous Haft Sour coup took place.
With the rise of the communists and launch of the national jihad and armed resistance against this sinister phenomenon, religious schools and educational centers were either closed or destroyed by anti-religion communists.
Finally, in 1985, he traveled to neighboring Pakistan, where he continued his education in various schools in the bordering province (Khyber Pakhtunkhwa), and studied until second-to-last year of Islamic sciences. Before starting his final year of studies, the Islamic Movement of Taliban emerged to secure the country. Qari Din Muhammad Hanif also joined the caravan along with hundreds of students from Badakhshan province. After the conquest of Kabul up until the end of the official rule of the Islamic Emirate of Afghanistan, he first served as Minister of Planning and Minister of Higher Education.
After the occupation of the country and the resumption of jihad against the occupiers in 2003, he was in charge of jihad in Badakhshan province. In 2004, he was appointed a member of the Political Commission and as a member of the Leadership Council by the order of the late Leader of the Faithful, Mullah Muhammad Umar Mujahid. Qari Din Muhammad Hanif is currently a member of the Leadership Council, a member of the Negotiating Team, and head of Central Asia department in the Political Office.
10- Respected Mullah Abdul Latif Mansoor:
Respected Mullah Abdul Latif Mansoor, the son of martyred Alhaj Yar Muhammad was born in 1346 (Solar) in Haibat Khel village of Sahak region, Zurmat district, Paktia province. In addition of schooling up to the fifth grade, he has studied religion for a long time. From being a Taliban scholar to being active in politics, he began his political career as the head of the Da’wah Organization in the Islamic Revolutionary Movement of Afghanistan. After the victory of Mujahidin in 1371 (Solar) when the jihadi leader Mawlawi Nasrullah Mansoor was martyred, Mullah Abdul Latif Mansoor replaced him and was appointed as the governor of Paktia province. Respected Mansoor joined the Taliban movement in the early days of 1373 (Solar) and served in various capacities. In 1373 (Solar) he served as Deputy Governor of Helmand province as well as brief stint as the mayor of Kandahar, and in 1375 (Solar) he served as Minister of Agriculture and Livestock. After the US invasion of Afghanistan, respected Mr. Mansoor was appointed a member of the Leadership Council in 2002 and was appointed military chief of Paktia province. He served as the military chief of Paktia province for nine years. In addition, respected Mr. Mansoor has served as the military chief of Nangarhar and Logar provinces, and briefly headed the Political Commission in 2008.
Prior to his arrival in Qatar, respected Mr. Mansoor was the Head of the Leadership Office and then the Head of the Agriculture and Livestock Commission. In February 2019, respected Mr. Mansoor was appointed a member of the Negotiating Team with the Americans and is currently a member of the Leadership Council and a member of the Negotiating Team.
11- Respected Mullah Shirin Akhund:
Haji Mullah Abdullah Hanafi, popularly known as Mullah Shirin Akhund, son of Haji Mullah Mohammad Ibrahim, is a resident of Sanzari village in Zhari district of Kandahar province.
He received his first five years of education from his family elders. His family members were well known scholars. He then received further education from various teachers up to the period of Hadith at different intervals and different places.
During his studies, he also performed various jihadi services according to the demands of the situation, which would disrupt the continuity of his studies. Also, due to his various jihadi services, responsibilities and considerations, he has not done the official completion of his studies as of yet. When the Russians invaded Afghanistan, he was forced to leave his religious education, and because of his religious obligations, he began a jihad against the Soviet occupation. He started his jihad from Mount Tortaq in Zhari district of Kandahar province, first as an individual Mujahid, then as a commander or deputy. With the advent of the Islamic Emirate, he first became a member of the Taliban Islamic Movement as an individual, as well as running his own business. However, when the house of the late Leader of the Faithful, Mullah Muhammad Umar Mujahid, was bombed by the enemy, Mullah Mohammad Shirin Akhund was appointed as secrutiy chief of the late Leader of the Faithful.
When our country was invaded by the United States in the 2001 he started an armed jihad and struggle against the Americans, first continuing the jihad as a group leader. He later served as the head of the Kandahar Provincial Commission, then as the head of the Western Zone in the Central Military Commission, then as the Governor of Herat, and then as the Head of the Military Commission for the Northern and Eastern Provinces.
He was also in charge of the Islamic Emirate’s Intelligence Commission, then served as Governor of Kandahar Province and General Military Officer, as well as Commander of Martyrdom Battalions for Southwestern Provinces. He was recently appointed as a member of the Leadership Council of the Islamic Emirate by the decree of the esteemed Leader of the Faithful and is now a member of the Negotiation Team. We ask Allah Almighty to accept all the Jihadi services and hardships of the past and we wish him more success in all the tasks entrusted to him in the future.
12- Respected Sheikh ul- Hadith Mawlawi Muhammad Qasim:
Sheikh Mawlawi Mohammad Qasim Rasikh, son of Mullah Juma Nazar, was born in the year 1350 in the village of Anpikal in Faizabad district of Jawzjan province. He completed his early modern and religious education inside the country and his higher religious education in the land of Hijrah. In the year 1416 he studied hadith in Mazhar-ul-Uloom Dar-ul-Uloom-Swabi.
Respected Sheikh is fluent in Pashto, Dari and Arabic in addition to his mother tongue (Turkmen).
He is an influential leader of the Turkmen ethnic group and a great scholar and teacher of hadith. Sheikh Qasim Rasikh has been teaching Sharia and Arabic grammar for 15 years in various religious schools across the country. He also remained in the land of Hijrah for ten years as the Sheikh and Madrasas of Darul Hadith.
He was a member of the Preaching and Guidance Commission of the Islamic Emirate of Afghanistan from the year 2007 to 2008 and was in charge of the same commission in Jawzjan province. Respected Sheikh Sahib served as the Head of Military High Court from the year 2016 to 2020 for twenty Eastern and Northern provinces.
He is currently a member of the Leadership Council of the Islamic Emirate and a member of the Negotiating Team.
13-Respected Mawlawi Fariduddin Mahmood:
Mawlawi Fariduddin Mahmood, son of the late Mawlawi Muhammad Alam, was born in Sharana, the capital of Paktika province. He received his early religious education in the country from his late father and other leading scholars, intermediate religious education in Kohat and Mardan areas of Pakistan. He graduated from Darul Uloom Haqqania Akora Khattak in the month of Sha’ban, 1396 (Lunar).
During the reign of Daud Khan, he became friends with the late Mawlawi Jalaluddin Haqqani and martyred Mawlawi Nasrullah Mansoor in the year 1395 (Lunar). After the victory of Mujahidin, he remained the governor of Paktika province.
During the rule of the Emirate, he served as the Assistant Director of Humanitarian Studies in the Academy of Sciences in Kabul.
After the US invasion of the country, Sheikh Fariduddin served as a member in Education Commission and Appellate Court.
Mawlawi Fariduddin is currently a member of the Negotiating Team.
14- Respected Mawlawi Matiul Haq Khalis:
Mawlawi Matiul Haq Khalis, son of Jihadi leader Mawlawi Muhammad Younus Khalis, was born in 1340 in Nakarkhel village of Khogyani district, Nangarhar province. He received his early religious education from his father, and his two cousins, Mawlawi Muhammad Yusuf and Mawlawi Muhammad Ishaq Mohaqiq, and completed his primary and secondary education in schools of the same region.
After the coup d’etat of the communists, he migrated to neighboring Pakistan in the month of Cancer in 1357 (Solar) and received the rest of his religious education in various madrasas of Pakhtunkhwa. He also received a bachelor’s degree in Islamic law from the Islamic University of Madinah in 1408 and a master’s degree in Islamic studies from Punjab University, Lahore. In addition, in 1990 and 1991, he had the privilege of reading books of hadith for a great period at Imdad-ul-Uloom Madrasa in Peshawar. Respected Mawlawi Matiul Haq is a hafiz (memorizer) of the Holy Quran. He speaks Dari, Urdu and Arabic in addition to his mother tongue.
Mawlawi Matiul Haq Khalis has been working as a lecturer in Al-Hijra Wal-Jihad Madrasa since 1408 and later as a liaison officer with foreign NGOs in the framwork of Islami Hizb Party’s the Department of Education.
After the fall of the Soviet Union and the fall of the communist regime, he served in the government of Burhanuddin Rabbani and in teh Islamic Emirate as the Assistant Education Director of Nangarhar province.
After the US occupation, Mawlawi Matiul Haq Khalis followed in the footsteps of his father, Jihadi leader Mawlawi Mohammad Younus Khalis, and played a key role in guiding the Mujahideen and motivating the people.
Respected Mawlawi was appointed as a member of the Negotiating team with the Americans in February 2019. He is currently a member of the Political Office and the Negotiating Team.
15- Respected Mawlawi Khairullah Khairkhwa:
Mawlawi Khairullah Khairkhwa, son of late Sayed Wali, was born in Gohari village of Arghistan district, Kandahar province. After the communist coup, he migrated with his family to Pakistan as a child, where he studied at the Saranano camp in Baluchistan, in Quetta city, then at Charat Jamia Mohammadia and in Kohat.
Mullah Khairullah Khairkhwa is a Hafiz of the Holy Quran. He can speak Dari, Arabic, English and Urdu in addition to his mother tongue.
He took an active part in the jihad against the Soviets and then, at the beginning of the Taliban Islamic Movement led by the late Mullah Muhammad Umar Mujahid, he began working to eradicate corruption and bring peace to the country, and served as a spokesman for the Taliban prior to the liberation fo Kabul.
During the rule of the Islamic Emirate of Afghanistan, he served as the Minister of Interior and later as the Director General of Southwestern Zone and as the Governor of Herat.
After the US invasion of the country, he was arrested in Pakistan in 2002 and handed over to the Americans and was taken to Cuba where he spent thirteen years in prison.
Mullah Khairullah Khairkhwa was released along with four other Taliban leaders and transferred to Qatar on 01/06/2014 in exchange for an American prisoner. He was appointed in 2018 as a member of the Political Office and a member of the Negotiating Team with the Americans. He is currently a member of the Political Office and the Negotiating Team.
16- Sheikh Mawlawi Shahabuddin Dilawar:
Respected Mawlawi Shahabuddin Dilawar, son of the late Mawlawi Syed Akbar Dilawar, was born in 1341 in the capital of Logar province. He received his religious education from his father and in various madrasas in Logar province. He immigrated to Peshawar with his family after the communist coup. He graduated from Haqqania Darul Uloom in Akora Khattak in 1362 and taught in various religious schools in Peshawar.
During the Taliban’s government, he was the Consul General in Peshawar, then in Islamabad and later served as Ambassador to Saudi Arabia. He has also served as Deputy Chief Justice of the Supreme Court and as the Chief Justice of Kandahar Province.
After the US invasion of the country, he was appointed a member of the Political Commission. Mawlawi Shahabuddin is currently in charge of liaison with the Afghan side in the Political Office and a member of the Negotiating Team.
17- Respected Mullah Abdul Haq Wasiq:
Mullah Abdul Haq Wasiq, son of Mullah Muhammad Saleem, is a resident of Gharib Qala village in Khogyani district of Ghazni province. He received his primary education from his father and other religious education in different madrasas of the country. He studied some of the books from the great religious scholar Kurnh Akhundzada at the country’s historic Pul-e-Khishti Mosque.
Respected Mr. Wasiq is a Hafiz of the Holy Quran and speaks fluently in three languages, including Arabic.
He began his political career with the Taliban Islamic Movement and initially allied himself with the late Mullah Muhammad Umar Mujahid. Respected Mr. Wasiq held various positions during the Taliban government, initially as the Director of Information and Culture in Nimroz province, and the Police Chief in Kandahar province. After the conquest of Kabul, the General Directorate of Intelligence was given to him along with the additional responsibility of Deputy for Operations and also the Department of Intelligence in Kandahar Province.
Mullah Abdul Haq Wasiq was a member of the Kabul Security Commission and Political Commission, headed by the then Deputy Chief Minister and the then Foreign Minister respectively.
After the US invasion of Afghanistan, Mr. Wasiq was captured by the Americans in Ghazni and held at Guantanamo Bay for about 12 years. On June 1, 2014, he and four other comrades were released and transferred to Qatar as a result of a prisoner exchange between the Taliban and the Americans.
He was appointed a member of the Political Office in 2018 and a member of the Negotiating Team with the Americans in February 2019. He is currently in charge of European Department Affairs in the Political Office and is a member of the Negotiating Team.
18- Respected Mawlawi Muhammad Nabi Umari:
Mawlawi Muhammad Nabi Umari, son of Haji Mohammad Omar, was born in 1971 in Shamshi Khel village of Ismail Khel district, Khost province. He completed his primary education inside the country, emigrated to Pakistan after the former Soviet occupation, and completed his remainig religious education at the Madrasas in the land Hijra.
He worked as a teacher for 5 years after obtaining his degree from Wifaq-ul-Madaris. Respected Mr. Umari is a Hafiz of the Holy Quran and is fluent in Pashto and Dari as well as Arabic.
Respected Umari began his political and military campaign under the leadership of the late jihadi leader Mawlawi Jalaluddin Haqqani. He waged a practical jihad against the Soviets and was wounded five times in various battles. After the fall of the Communists, under former President Burhanuddin Rabbani, he represented his district in the Ahl-e-Hal-e-Aqd Shura.
Respected Mr. Umari served as Deputy Police Chief of Khost province for two years in the Mujahideen government in 1992, and served as Police Chief of Zabul province for the Taliban Islamic Movement, which had not yet captured Kabul. After the conquest of Kabul, respected Mr. Umari was appointed Chief of Border Force.

19- Respected Mohammad Suhail Shaheen:
Muhammad Suhail Shaheen, son of Haji Ghulam Mohammad Ahmadzai, is a resident of Ahmadabad District, Paktia province. He went to Kabul University and has a bachelor degree in English as well as a diploma in journalism. He has completed his religious education up to the end of his term.
During the previous jihad, he remained active in the field of cultural struggle and published articles in various magazines. He is a distinguished writer and columnist in English in addition to Pashto. He is fluent in Dari, Arabic, English and Urdu in addition to his mother tongue.
During the jihad against the former Soviet Union, he was with Mawlawi Nasrullah Mansoor and was the editor of the Harakat-e-Inqelab-e-Islami magazine ‘Khudam Al-Furqan’ and the newspaper ‘The Voice of Mujahid’, as well as the editor of ‘The Jihad Rays’ magazine published by the Seven-Party Alliance of Mujahedeen.He served as the Deputy Chairman of the Political Committee of Mawlawi Nasrullah Mansoor’s Harakat-e-Inqelab-e-Islami.
During the rule of the Islamic Emirate, he was the editor of The Kabul Times. He was then appointed Deputy Chief of Mission of the Islamic Emirate of Afghanistan to the United Nations in New York and later Deputy Chief of Mission of the Embassy of the Islamic Emirate of Afghanistan in Islamabad.
After the American invasion of the country, he was active in the Cultural Commission of the Islamic Emirate and remained the editor of the English section of the Al-Emarah website. Muhammad Suhail Shaheen has led various positions in the Political Office besides being a Spokesperson and is currently a member of the Political Office and a member of the Negotiating Team.
20- Respected Muhammad Anas Haqqani:
Muhammad Anas Haqqani, the youngest son of the great jihadi figure Mawlawi Jalaluddin Haqqani, is a resident of Kandaw village in Garda Seray district of Paktia province. He was born in 1994. In addition to schooling, he studied religious education from an early age. He speaks multiple languages besides his mother tongue, Pashto, and is fluent in Arabic, Dari and Urdu. He has taken short-term training courses in politics and computer sciences, but he had yet to complete his education when he was captured by the Americans while visiting Qatar to visit a loved one.
He was imprisoned in Bagram prison for about 5 years. In November 2019, he was released along with two other colleagues and transferred to Qatar as a result of an exchange with two foreign teachers.
He was appointed a member of the Negotiating Team with the Americans in February 2019 while still in prison. Anas Haqqani is currently member of the of the Media Department of the Political Office and a member of the Negotiating Team.
21- Respected Dr. Muhammad Naeem:
Dr. Muhammad Naeem, the son of the martyred Dr. Agha Jan, was born in the village of Bahadur Khan in the Araban Valley of Chak District, Maidan Wardak Province, in the year 1353 (Solar).
In 1359 when his father was martyred by the Russians and communists, he received his early religious education and read books of Dari language from his uncle, the late Mullah Amir Jan. He received his early modern education in Kabul in Spin Qala school. He attained the rest of his education at the Araban High School and Shahadat Madrasah in his area and also memorized the Holy Quran. In order to continue his education, he went to neighboring Pakistan in 1374. In 1378 to 1379, he graduated from the Faculty of Arabic Language and Islamic Studies in Peshawar. He finished with as a gold medalist in 2004. In the same year, he entered the university for his doctorate, and he completed his studies in 2005, and completed his course, although the debate over the dissertation is still pending which he completed in 2010.
From the very beginning, in addition to his modern education, he also used his time to study religion, especially during the holidays. In studies of Hadith, he attained first place among some nine hundred scholars in Haqqania Madrasah which he started in the year 2006. From 2008 to 2009, he taught at International Islamic University, Islamabad and taught at the Faculty of Arabic Language and Islamic Studies in Peshawar from 2009 to 2011.
Since the beginning of the American invasion, in addition to his education, he served in the ranks of the Islamic Emirate and has been engaged in intellectual, jihadi, cultural and political activities. He has been serving in the Political Office of the Islamic Emirate of Afghanistan from the year 2010.
